Subdivision Development
Prior to beginning construction of any subdivision or commercial project, the tract must first undergo the development and zoning process. Proper planning prior to site modifications will enable the developer to maximize their profit by utilizing the available areas to their fullest potential and only platting lots that can be sold to a builder with the knowledge that the lot can be developed. By the end of the process clear guidelines will be established for each lot in the development which will make the individual lots more marketable as the builder will know that the lot can be developed as well as the minimum number of bedrooms that the residence can contain. Regarding commercial, the exact size of the building and type of business will still be undetermined as one type of business may need a significantly greater OSSMS than another.
To expedite the development process, Clayton County Community Development mandates that before any tract goes through the zoning and platting process, the proposed development is reviewed by a Technical Review Committee (TRC). This will enable the applicant to hear comments from all reviewing departments, and make all necessary changes, at one time.
Additionally, the minimum lot size established by the Clayton County Board of Health for residences which utilize on-site wastewater disposal and the public water infrastructure is 25,000 square feet of usable area. The minimum lot size for residences which utilize on-site wastewater disposal and a private well is 1 acre of usable area. The following will not be considered as part of a lot when calculating the required minimum lot size:
- Right of ways of roads
- Private or public easements (such as a power line or pipe line) that exclude the installation of an OSSMS
- Any area deemed “undisturbable” by any county or governmental office
- Flood control management features (such as retention and/or detention ponds, etc.)
- Any portion of the lot established to grant access to the lot and is less than thirty (30) feet in width
- Soil conditions that exclude the installation of an OSSMS
- Bodies of water
- Land within fifty feet (50’) of a lake, river, stream, creek, wetland, or other bodies of water and similar limiting factors

Regarding subdivisions, please review, complete, and return the Subdivision Packet overlaid onto the site plan should be the following:
- Level III soil survey which must be completed by a DHR Certified Soil Classifier (http://health.state.ga.us/pdfs/environmental/SoilClassifiersbyCompanyName.pdf)
- 2’ topography
- Lot lines with building envelope
- Grading plan
- House location and footprint
- Initial absorption field
- Replacement absorption field
- All tanks (for both the initial and replacement)
- Chart which shows the total square footage and the resultant square footage remaining after subtracting all portions deemed unusable
