Director (Dir.) Monroe is a distinguished public health leader and the first nurse ever appointed as Health Director of a Georgia Department of Public Health (DPH) health district. She previously served as Interim Health Director for Clayton County District 3-3, a role she has held since November 2024.
Dir. Monroe earned both her Bachelor of Science in Nursing and her Master of Science in Nursing with a concentration in executive leadership from the University of Memphis. Beginning as a registered nurse in Memphis, Tennessee, she led hospital nursing programs for 20 years before transitioning into public health leadership.
Prior to her current role, Dir. Monroe served as Deputy Chief Nurse for DPH, overseeing Education and Professional Development statewide. She also spent 8 years as Director of the Center for Clinical Services at Cobb and Douglas Public Health, where she helped advance clinical operations and workforce development initiatives. Throughout her career, Dir. Monroe has been recognized for her commitment to nursing excellence, leadership development, and public health innovation.
